Is this film in the Public Domain?

The DVD copy I have looks "irregular." Plus it is set for English subtitles but they don't appear.

Taht and the DivX makes me think they forgot to renew their copyright. It would be rare to have a movie this "young" go Public Domain.

Great movie though
