Didn't the boy become a well known artist?

The whole movie lends itself to that implication... Which real-life painter did Theodore Bikel play? During the whole movie, I assumed that the Bikel role was real and that the boy would grow up to be a famous artist. At the end of the movie, I was left wondering WHICH real-life artist was it?? Have I been duped by "The Dog of Flanders."

I am not sure but I believe in the book Nello and patrashe wound up freezing to death.

That's correct. 20th Century-Fox changed the very tragic ending of the novel to a happy one, presumably because there were enough upsetting scenes in the film as it was and they didn't want the juvenile audience at whom the film was aimed to leave the cinema feeling upset.

I agree. The lowlife landlord was enough downer for the movie's putative audience. Like the dog's former owner, he should have been killed by the windmill.
