4D Physics

If Scott can walk through walls, why doesn't he fall through the ground or streets when he is in 4D? It seems to me that his entire body would be affected. Even if he could "control" it at first, about three-quarters through the movie, he starts to lose control of this power when his hand goes through the bar door entrance (when he doesn't want it to do so).

You know, Scott in 4D shouldn't be able to walk at all because of his legs having no mass to push against surfaces. Maybe an intangible person should even have the problem of uncontrollably rising skyward (like a loose helium-filled balloon). But "4D Man" is in keeping with the tradition of sci-fi film & TV not letting science facts stand in the way of entertaining (at least in the opinion of the creators) stories. Besides, the physics here are no more absurd than Scott NOT fleeing town after the cops found out about him!

Bill Warren in his massive tome on science fiction movies 1950-62 Keep Watching the Skies! mentions many of the questions you raised and states that the ability to walk through walls is a plot gimmick better suited to a pure fantasy film than in a science fiction film because of all the questions it raises.

Scott didn't leave town because he believed in his own invincibility and that no one could stop him. He ranted this belief when he was shot by his former co-worker Linda Davis.
