Who was the fire captain in photo?

In the photo of the firemen up to their chests in the storm sewer, the fireman second from the right, wearing the white helmet (Captain?), appears to be Ray Milland.

I suspect it was a still from another Warner Brother movie. If so does anyone know what movie was it from? Or am I wrong and Milland had a doppleganger?
