the village square scenes appear to be the courthouse set of the Andy Griffith show where James Best guest starred in a couple of episodes. Is this the same set?

that would be the back lot of warner brother studio.if you look close,you will see the same set that was the dukes of hazzard and currently gilmore girls show.

also it was the set of a twilight episode "willowbie"

Yes. Verboten was filmed at Forty Acres (RKO Culver, later Desilu Culver) and the backlot where Andy Griffith would film its exteriors.

In one scene in Verboten, the facade of Tara from Gone With the Wind appears in the background.

It certainly doesn't look European, that's for sure.
