What's this movie about

It's an experimental film using old newsreels and stock footage edited to create certain themes, motifs, and ideas. I believe the instructor of my class owned the copy he screened for us, a VHS tape so old the contrast was WAY high and the image severely blown out. Good luck trying to find it.
