Doubt that. Jerry's song is about a high school dance, the movie is about junkie teens. The only real connection with the plot of the movie is that it is set in high school, and there is some dancing in the movie, but that's basically where the similarity ends... aside from the fact that they had jerry in it singing the title song. Keep in mind that this was 1958, Jerry Lee was at the height of his popularity. Elvis was in the army, and with Jerry's wild stage antics and rocking songs Jerry was starting to be called the new king of rock n' roll, that was until he married his 13 year old cousin... but that's a different story that's been told before. Anyway, since Jerry was the "it" guy at that time it makes sense that they would have him make such a prominent appearance... a performance by Jerry would bring in movie goers... and honestly, he (and Mamie Van Doren and Reefer Madness-esque marijuana references) is the only reason that most people would care to watch it. Hope this answers your question, and maybe a few others that may or may not have popped up.

BTW, I highly recommend seeing "Reefer Madness", which although set in the 30's, has a similar view towards marijuana as High School Confidential, but it does not have a happy ending as this film does.
