Where can I watch/buy this?

I have been looking for this film for several years now. It has never been shown on TV, at least not that I've been able to find. There are no DVD releases. It was released on VHS years ago, but a used copy can pull in upwards of $70. And I refuse to pay $70 for a used VHS that I only want to view, probably once.

I've even tried the library of Congress because I found out they had a copy. But because God likes to laugh at me every now and again, the copy had no subtitles.

Does anybody know the story behind this film? Is it ever getting a DVD release? Is it playing anywhere, online or elsewhere?
