What is this strange voice?

In Silk Stockings there is an amusing song sung by the three Russians about the horrors of being sent to Siberia.Although the song is sung on what is supposed to be a sound stage of a film studio it is not part of the real action-it merely "happens" -as is the case with most songs in film musicals.
Yet when it finishes there is a fractional pause then you can hear the distant and very professional words "cut that" or something just as the scene changes to Astaire sitting down to phone Ninotchka.
Has anyone else heard these words and understood them? They could be from the music recording session or presumably from the actual take of the scene.
However it does seem extraordinary that they were left in and not edited out from the sound track of what is an expensive and prestigious film
Does anyone have any information about this?

I just carefully checked this on the DVD I have, and I don't hear this at all on mine.

ALSO... bad, choppy edits during the "red blues" song & dance (after they get the censored letters, at about 1h 45 min.)

the dancers and chorus suddenly appear in other places on the
stage during the number. pretty rough editing. the one from 1939 is better.
