Yes English (and Arabic) subtitles are available on the DVD edition.

However, they are not as good as they should be. They often appear on the screen late, well after the characters have spoken and you have to guess who said what when two characters are conversing.

The Netflix DVD has English subtitles, but no subtitles on the songs. While that's not a great surprise for a film from this era, it's a major problem because the movie is about a poet, and understanding the poems makes a big difference.
