Can someone please tell me...
...when this film will be made widely available on DVD in the UK? I am having a lot of difficulty trying to track it down. Why is it never shown on television?

I've had to resort to buying a German DVD as the UK box set that includes this, Dracula and The Mummy is out of print and so damn expensive. Ebay is going to be your friend, I'm afraid.
As for it not being on television, goodness knows. The last time I recall it getting aired on terrestrial TV here in the UK was somewhere around 1997/98, late night on Christmas Day or Boxing Day. That doesn't mean it hasn't been on since and I just didn't notice.
