Did Kathy write the letters


that she 'received' which she said were from Captain Charlie Alidos and his wife? She deliberately left one of the letters on the table so Bill would ask about it.
I wondered if that was another stepping stone to Bill's promotion. She obviously knew Bill would confront Charlie but she couldn't have known that it would definitely work in her favor.

Yes she wrote them. She was already in good with Pope, who was intrigued and attracted to her, and so she knew that Pope would have to separate Charlie and Bill after the fight, which would be a sure thing, since there would be too much bad blood for them to work together anymore. And so Charlie got transferred and Bill got promoted to homicide captain.

When Bill busted into the room to confront Alidos, the look on Charlie's face and the fact that he reached for his gun to defend himself indicated that he knew exactly what Bill was there for. The letters were real; Kathy didn't write them.
