It's interesting. He's played by the same actor who was the Controller of Planet X in Godzilla Versus Monster Zero, Yoshio Tsuchiya. In that movie, his eyes are always covered by a visor. In this movie, everything is covered but his eyes. Yet, he's still immediately recognizable.
