Why couldn't they gather floating stuff, put it together for other peopl

When the ship sank, as the narrator described, there was plenty of stuff floating around. Why couldn't they gather a bunch of it up, make something for people to float on without having to worry about sharks? You know, something like Kate Winslet was floating on in Titanic.

And what the hell happened to that "raft"? Why would they have a raft on board a luxury liner anyway? Why not row over to that raft so they could all be together? And more importantly, so that at least a couple of the people hanging on the side could get on?
