Could anyone teach me a little bit about the drinking fountain Duke Bogard just used on the street in the second scene of the movie? It appeared that a handle had to be spun on top of it for water to come out the side. I've never seen such a thing.

Actually, it was filmed in the Alpes Maritimes, on the borders between France & Italy so maybe you should check out drinking fountains there.
But it's typical of the quirky things that are seen briefly in Powell & Pressburger films that helps to make them such a joy to watch and makes them stand repeated viewing so often

I was thinking about this. Maybe it has an Archimedes screw to raise water from a well, that would explain it. Still pretty novel to me.
