Worst review used. How does IMDB pick?

I'm just curious how IMDB picks which reviews to post on the main page.
This movie has 10 reviews, and the one with only 4 out of 25 likes gets posted. All other reviews have near perfect or 100% likes. Do they rotate the reviews randomly pick one, or post the first one?

From what I have noticed, I believe they rotate the reviews randomly.

"Ain't it funny how coffee never tastes as good as it smells?"
