Was Passepartout's Bandolera an Ethnic Joke?

Cantinflas wears a bandolera (bandolero is technically the one who wears the ammo sash) in the American train scene. Does it strike you as a joke since he is the only Mexican on the train and also the only one wearing one?

It probably was. The movie was made in 1956.
