shareYeah, that was very common in those days. Real teenagers weren't thought to have any talent, which is funny given the performances in these films by older men and women.
One of the few times a real teenager were used in a movie like this was Sal Mineo in Rebel Without a Cause, which should have proved that they could use actors closer to the real characters they played.....but it didn't stick.
The problem, then as now, is that teenagers go to school. It's still cheaper and easier to hire someone who looks reasonably young than to lose a good part of the work day to your actors attending classes, etc.
