That couple with the baby carriage, where the girl wears red tennis shoes, are obviously scam artists; what is their con?

I have been told that that couple are street performers who have to have a licence in order to perform in public, and that the reason for which the policeman chases them is that they do not have that licence. Is that the right explanation?

That is how I have always seen it.

My interpretation is that the "magical" dancing puppet is what they're selling out of the case. The line is held by the woman who then moves so that it till jiggle/dance. It might not be illegal to sell items on the street, but this is an obvious cheat. Anyone buying one of the dolls will end up with an immobile puppet. Yes, they're scam artists, selling a fake that won't perform the way he is demonstrating it. (The girl is merely a bystander in their scheme.)
