What was the meaning on the radio tag "by"?


As the show progressed radio chatter was tagged with the term "by", i.e.
"2150 to headquarters"
"Headquarters, BY"
I'm guessing it was short for "back to you" although I've never heard it used anywhere else. Anyone know for sure if that was what it meant?

If I had to guess, it could be an abbreviated "standing by". When I worked in police work 30+ years ago, the HQ reply was "Go ahead" or just the unit number calling in:
"2150, go ahead."
"2150?"
