It's not so much the amount of time that has passed since her husband's death; what's holding Ellen back from getting together with Tod is his job. Having already lost her husband in combat, the last thing she wants is to have someone new in her life who's life will be in danger on a daily basis.

It's the same reason she doesn't want Pidge to have a gun. Already with a father and grandfather as role models, Ellen is trying to steer young Pidge's life into a different direction. However she feels about Tod, she feels he's the wrong kind of influence on her son. She's not going to give Pidge one more reason to go into law enforcement.
