Have the original movie, with the original characters, and original themes, but intersperse them with Steve Martin's journey, told from the outside media observer point of view as well. It will be a longer movie, but that's okay, if it's good.

Well, that's what they essentially did with Godzilla, King of the Monsters. The only thing you could do differently is to add back all the footage cut from the original for the US version. But in that case the Burr character becomes superfluous. He only makes sense in a cut-down version that eviscerates the lager purposes of the original film and simply transforms it into a "monster movie".
So no, I think that would be a terrible, even pointless, idea. It would be little different from what we already have in GKOTM except more confused and hacked up.
Besides, we're about 60 years too late to do it anyway.
Why not just do a dub of the original?
