Very high salaries for LAPD ?

Webb mentions in the famous scene that "the job pays $464 a month." That's about $5500 a year. I checked online and the avg. annual U.S. salary for 1954 was $3200, so the LAPD paid very well for the time provided that is an authentic sergeants salary (which I assume it is since Webb was a stickler for realism).
