Is it just me? I noticed how incredibly short womens shorts were back in the 50s? The mens too, actually.

I think that was more true of Europe than North America. One difference in the women's style shorts and men's was that the women's shorts seen were street-clothing fashion and the men's were gym shorts or tennis shorts, both of which were short-short types. Some men's hiking shorts might be short-shorts also, like the german lederhosen.
I think it's because Europeans have better legs and like to show them off, more so than Americans, who are dressing to cover-up rather than show-off.

In my RAF days, spent in the Middle east and east Africa in the late 50s, our issued shorts were always taken to a tailor to have them shortened!
Today's 'shorts' put me in mind of a clown's costume...
