Post war mines?


Just saw this movie on TCM and thought it better than the review it received in 2006. One puzzling point: I assume the war was over (Glenn Ford had been discharged from the Service and apparently had a post-war job); why was England sending naval mines to Portsmouth?

many governments move munitions around in times of peace -- the US moves atomic weapons around though not currently involved in a nuclear war.

also, as part of the UN, these could have been related to the korean conflict at the time.
