Does anyone know where this movie might be found on VHS or DVD?

If you do a search on e-bay, you may find it. There is a guy selling copies of it. I cannot vouch for it's legitamacy, because he apparently makes copies.

Google "Mister Scoutmaster" DVD and you'll find multiple sources.

It's finally on DVD as of last December I guess; I just got it at the library. So weird being the 238th voter on IMDb for a major motion picture, but I guess there are still lots of titles out there that aren't easily available to everyone.
