Come on. At the end of the movie, the treasury agents appear to completely buy Dr. Corey's story he was taken over by Donovan's brain. Even if they did, he's still gonna get 5 years for stealing the brain in the first place,

So, to sum it up in legal terminology: Get lost, you bum.

You are right; there is no getting around the offence he was warned about right at the beginning - operating on a corpse.

But God knows why it is an offence to do so.
