Was this film noir?

I am of the opinion that "The Blue Gardenia" was more of a mystery than film noir. The two essential elements weren't there: A dark cinematic style, and a character who spirals downward by repeatedly making bad choices. The Anne Baxter character displayed some of this, but it seemed less noirish than it could have been. The film was even more brightly lighted than is typical for a noir.
