Does anyone know, was this the screen debut for Bob Fosse?

Yes.

Apparently, according to IMDb listings, he first appeared on TV "The Fifty-Fourth Street Revue" (1949)

Old Elevator Man, figgers You'd be here on yer love board of all things Dobie. Were U disappointed? Original isn't really his story, just Debbie's mush.

Well, QUITE an impressive performance in the dance scene, debut or not. Out-dances everyone else in the picture! By a long shot. Worth watching the movie just for that scene. Tremendous talent.
