I was curious, too....have heard that song all my life and first thought that it was an existing tune they used for the film. However, you are right. The film's theme song, "Ruby", was composed by Heinz Eric Roemheld, who did all the original music for the film. To quote Wikipedia: "It has subsequently become a jazz & pop standard, both as an instrumental and with lyrics by Mitchell Parish." I'm off to find the lyrics.

The song "Ruby", from this movie, won the Academy Award for Best Song from a Motion Picture in 1953.

High Noon won the Oscar that year. Ruby wasn't even nominated.

Correct me if I'm wrong, but like "Laura" (from the movie of the same name), "Ruby" is not a song in the film, but an instrumental (it was turned into a song afterwards), that's why it could not have been nominated for an Oscar as best song (same applies to "Laura"). Another example of this is "Terry's theme" from "Limelight" (composed by Charles Chaplin), not a song in the movie. Terry is Thereza played by Claire Bloom (Teresita). Same goes for "Smile" from "Modern Times".

Since the true creators of songs are hardly recognized, here I go.
The music for Ruby was composed by Heinz Roemheld who was born in Milwaukee in 1901 (died California, 1985). He was a film composer, ergo: Soundtrack and provided the music for some classics such as: Gentleman Jim, The Lady From Shanghai, The Invisible Man. He earned a Best Score Oscar "Yankee Doodle Dandy". (Yep!)
The lyrics for Ruby where written by another unsung great: Mitchell Parrish(who was born in Russia 1900, née 'Michael Hyman Peretz/Pashelinsky'!) and passed on NYC, 1993. Just check these songs: "Star Dust," "Sweet Lorraine," "Deep Purple," "Stars Fell on Alabama," "Sophisticated Lady," the translation to English lyrics of "Volare," "Moonlight Serenade," "Mr. Ghost Goes to Town".
For those who dig trivia of respectable music of all kinds: "Parish's grandnephew was the Grateful Dead roadie Steve Parish, who described Parish's meeting with Jerry Garcia in his autobiography, Home Before Day Light." (quoted from Wikipedia) So it could have been Steve Pashelinsky, hm?
