I think this is an important discussion the cast and crew have to have in any movie that deals with people who don't speak English. In "Amadeus", they had the poor people speak with American accents and the upper class speak with British accents. In "Copying Beethoven", everyone has a German accent except the main character who speaks with an American accent. It's all what the cast and crew decide works best. I mean, if you want to get really technical, the whole movie should have been in French. I've got to watch the movie again to find out for sure whether there's any reasoning to having some of the actors speak without French accents, but my current guess is be that the central characters were encouraged to speak in whatever accent that wouldn't get in the way of their acting.
