Yes, I agree. To the extent Diane can truly love someone, she loves Frank. It is a strange love to most other people but for her love is all consuming. In the same way she wanted her father all to herself, imaging things they could do together alone, she envisions being with Joe. He would be her everything.
As she says, she never even considered the fact her father loved her stepmother and vice versa. Theirs was a different kind of love than one would have for a child or a child for a parent. Part of her problem is she lost her mother at a young age and may not have gotten a chance to experience her parents relationship independent of their relationship with her.
Her father may have doted on her for a while because of their mutual loss. All they had was each other and he probably wanted to make sure his daughter was protected and knew he was there for her. At some point he sought out adult companionship, found love and married; maybe without properly preparing his daughter for how that would affect her life. Instead of seeing Catherine as a potential mother figure or close friend in her life, she thought of her as a rival who had come in and driven a wedge between her and her father.
