In the scene where Hope is playing with the switches that have the old ladies flying in and out of the gambling room he says " Do I look like an electrician to you? Call Orson Wells" or something to that effect. What's the joke?

Actually, on the Amazon streaming version, he clearly says "electrician."
It must be a reference to Welles' various talents, although there could have been something contemporary in Welles' life at the time (1951) that the film is referencing.
He looks so much like Orson Welles did, at that time, in the face--I'm sure the joke is about their uncanny resemblance.
