Film noir

With the opening musics, I was thinking this was going to be a film noir. The story has all the elements of film noir. But somehow, the story gets a bit confused. It's almost a joke. If an innocent man goes to the gallows then the executioner is guilty of murder?

I can't blame the citizens of the working class neighborhood for not wanting to patronize the butcher shop though.
