Why changed theme on Retro TV reruns?

I've been watching the 1951 Dragnet on Retro TV and they don't use the original theme. Some obviously dubbed orchestral music is stuck on the front and some of the bumpers. I think this series went back and forth between "Dragnet" and "Badge 714" in reruns, wonder if that is why it changed.

I have to assume, while the show is in the public domain, the music is not. I have seen the same thing with the first couple of seasons of Bonanza, too.
