Glimpse of Ray Bolger

In the scenes where the police went to the Kettle's home to arrest the crook, one of the police officers looked like Ray Bolger. The scenes are quick, so it is difficult to catch a convincing glimpse of the man standing behind Sheriff but he has a prominent nose like Mr. Bolger. He is not credited as being in this film but is sure looks like the same face that played the skinny farm hand on the Wizard of Oz. Any opinion on this?

I'm doubtful. Bolger was under contract to MGM and it isn't likely that a supporting player would be loaned to Universal.
