I'd say she'd be no. 1. Why? Those evil faces she'd make and the way she would just look and stare at Cinderella, she looked so evil! Plus, all what she did abusing Cinderella like she did and then locking her up. Gah, she was bad! I was thinking Scar and Frolo would come close as well, but Lady Tremaine is the queen of evil!

She is nothing compared to other Disney villains. Sure she abused Cinderella but she still had confidence in herself and treated them with respect. whereas Frollo made it his mission to emotional abuse Quasimodo by calling him ugly and making him believe it. Heck, he even tried to kill him as a baby and he set a fire to a house with a family in it. Yeah no, that petty, lazy stepmom does not compare.

I've got news for you, twat lips. Quasimodo was UGLY, whether he believed it or not.
Well... I believe that LT would have attempted to kill Cindy already in the first movie, if it had served her interests. However, she needed a cheap servant to do all the work in the household. So she would have gained nothing from killing Cindy then. But like another poster has pointed out, LT would attempt to kill Cindy off in one of the sequels. Because by that point, things had become different. Cindy was to no use for LT anymore. She was on the contrary the big obstacle for her ambition to make one of her daughters a princess.

Lady Tremaine was a villain who treated Cinderella like trash, as did her stepsisters, but at least she didn't try to kill her, as the wicked queen in Snow White and the Seven Dwarfts did to Snow White.

shareI never saw any of the Cinderella remakes/sequels. I do know, however, that Scar, through his desire to take over Pride Rock in the original Lion King, did succeed in murdering Mufasa's father, by getting Mufasa's father trampled by a herd of Long-horned mountain goats.
