Harry Brock in real life ?

Just watched this again and realized why it confused me years ago: it is a social commentary disguised as a comedy. A stinging subtle satire about political corruption, It must have been a parallel of someone in real life, anyone have any idea who it was...66 years later ? Reminds me in some ways of "The Sweet Smell of Success" and "The Day the Earth Stood still" made in the same era.
