Robert Morley cameo

There is a visit half through from a bumbling war minister played by Robert Morley who is interested in solving rudimentary problems on a calculating machine
and oblivious to the development of the strategic weapons.
In the credits, however, the part of the minister
is played by A Guest.I assume there was a contract problem.

That's what I always assumed as well. Maybe he was under contract to another studio at the time

I always thought it was just meant as a joke for the audience, in the way the minister was portrayed as an idiot, and maybe a dig at the competence of some of the "upper class twits" in charge of the early stages when losing the war. Any contractual issues were maybe a fortuitous tie in.
