Napoleon of Notting Hill?

Is there any evidence that Passport to Pimlico was inspired by G. K. Chesterton's "The Napoleon of Notting Hill"? The possibility was mentioned to me, and after watching the film the general tone (if not the plot), seems to be somewhat similar. Any thoughts?
