Who's the guy doing the speedwalking?

I think we only see him twice - once when the kids are being relocated and they're boarding the coach, and then right at the end - and as far as I can tell it's never explained. Did I miss something, or did some scenes end up on the cutting room floor?

I think it was just a small gag that the area being cut off was so small that even a local going for his daily exercise was inconvenienced. Also, I imagine a "fitness fanatic" performing such an energetic fitness routine in the public street was still seen as rare and comic in the 1940s.
