'Warped midn who betrays his country' -- a quote?

I remember this or some other cliffhanger had a big damn hero moment where Jeff calls Dr. Vulcan and his warped mind and how he's betrayed his country... sort of a prototype for the immortal "Is this how a warped mind like yours gets its kicks?" line from the originl SUPERMAN movie. Does anyone remember this or not?
