I've watched the scene and, from what I can tell, her bottom is definitely covered up as Van Johnson lifts her up.
Judy was known for making up facts as long as it made for a good story. Her recollection of filming "Oz" and the need for the director to yell to the Lion, the Tinman and the Scarecrow "You three hams stop crowding out that little girl!" is a perfect example.
Methinks Liza embraced a streak of her mother when remembering the filming of "In the Good Old Summertime." However, I say, if it makes for a good story, go for it - and the idea of Van's arm against Liza's unsuspecting bare bottom makes for a good story!

shareOK, my math skills are a few notches below MIT standards but I calculate that Liza was barely (sorry) 3 years old in this scene. Very few of us have any clear memories from before age 4. To that we can add the extreme unlikelihood that she'd have been allowed before the cameras minus her knickers, even if she was toilet trained by then. Standards, 1949.

I'm 43 and can still remember being a baby around 1 year old. I remember being in the crib and my mom coming in to check on me. My point being that Liza Minnelli could very well remember that time in her life, also she has the image on film to help boost those memories.
