*SPOILER* what will happen to the doctor after the crime is solved?

I watched this last night, and was surprised that at the end, when the doctor is found at his club by the inspector, the inspector relates that Bill is not dead. And therefore, he says, you'll not be chained up for your crime.

Did anyone else notice this? Despite kidnapping and torturing the poor guy, the doctor was not going to serve time?

Was there a secret handshake among men - that because Storn had been cuckolding her husband for years the doctor was somehow justified in his madness??

i was just really confused by this.
