Was this film actually produced in 1949?

The style and low quality production of this film 'feels' as if it was produced in the '30s. Considering that it would have to have produced before 1939 or after 1945, perhaps they simply didn't have the budget post-WWII to produce a higher quality print. Anyone know? The subtitles on the TCM copy are virtually unreadable.
