Help! What other movie has the villian using nasal spray??

I'm pretty sure it would be an older one, pre-1960s.The bad guy had the habit of sticking something in his nose, same as the widmark character in street with no name.

Gary Merrill's character in the classic film noir, WHERE THE SIDEWALK ENDS. He has a nasal tube-type thingy he sticks up there and sniffs.
