Odd bicycle

I noticed people riding bicycles where the seat would rise and fall when the cyclist pedaled. I've never sen anything like this before. Is anyone familiar with this type of bike?

I have seen this before. The handlebars are pushed back and forth, and it gives the appearance of the seat going up and down. Don't know anything about models or when it was invented though.

They weren't on sale to the general public..they were novelty cycles especially made for holiday camps and such places
