I have the same question. He was just a thief. Why did he think he had to kill the cop?

He didn't really have any scheme to commit murder. The scam he was running was stealing electronic equipment and fronting it as his own inventions through a legit electronics company. He only killed people when he was cornered, in order to save his own ass and escape being arrested. It started the night the off-duty cop spotted him casing the electronics store, and snowballed from there as the police closed in on him. He didn't set out to be a killer.
