What Was The Implication?

When Jean Arthur is taking a tour of Berlin about 20 minutes into the film, while riding in the back of a jeep she sees a couple sitting together and then lets out a big gasp and starts writing in her book. Then she see's a man carrying a bunch of flowers while walking a dog (she also seems surprised upon seeing this and again takes copious notes) and finally sees a woman pushing a baby carriage that has two USA flags flying on the carriage. Why was she so freaked out after seeing these things?
