How could Cathy pull off the fish switch if she was meant to be blind? There was no time for her to feel each fish and decide on which was bigger.

I noticed that as well - looked like a little goof to me. But I did like Merle Oberon's expression when holding the fish - genuinely not happy with the poor slimy wriggling thing.
